Hi there. I've been with my garden for one year now. A couple of people in my nieghbourhood wanted to turn a city owned lot into a garden, so after A LOT of back and forth with the city, they were finally able to lease the space for a garden. The website is hillstreetgarden.org if you want to check it out or find more tips. The organizers did a really good job of involving people in the planning stages and making sure people felt like partial owners of the garden. They've also organized a lot of workshops, potlucks, and actitivities in the garden to foster the 'community' aspect of it. And they made sure we had good soil and access to water. So my tips are; ownership, community events, and good soil. Good luck with your planning!
